The rule is that the headlights should be at least 11 km. and the side lights should be at least 5.5 km. They should be clearly visible from a distance. By looking at these lights, you can understand the "position" of the ship, meaning whether it is on the right or left side or which direction the ship is facing, etc. However, when the ship is "anchored", all the lights on the deck of the ship are kept on.
