Proposal for Establishing the Steem DAO Community

Since its inception, the Steem Blockchain has empowered countless creators, developers, and communities through a decentralized reward and governance model. However, current proposal funding systems at steemitwallet.com/proposals focus primarily on development funding requests, with limited mechanisms for non-funded, policy-based community proposals or collaborative ecosystem management.

To strengthen Steem’s governance, development direction, and onboarding capacity, we propose the creation of a Steem DAO Community (SDC) a decentralized, community-driven organization designed to ensure transparent decision-making, fair funding allocations, and sustainable ecosystem growth.

Objectives of the Steem DAO Community

The primary objectives of the Steem DAO Community (SDC) include:

1. Enabling Non-Funded Proposals:

(i) Introduce non-monetary proposals that allow users to “vote and reach consensus” on Steem policies, technical changes, and development priorities.
(ii) Facilitate open discussion and decision-making that reflects the collective will of the community, not only financial contributors.

1. Monitoring & Budget Oversight for Development Proposals:

(i) Establish a transparent evaluation system for funded proposals under the Steem Proposal System (SPS).
(ii) Review ongoing development projects to ensure milestones, deliverables, and community impact are being met.
(iii) Maintain a budget dashboard to display current and historical funding usage, promoting accountability and openness.

1. Formation of the Steem Ecosystem Central Promotional Team:

(i) Create a dedicated Promotional and Coordination Team to manage global outreach, collaborations, and ecosystem awareness.
(ii) Build and maintain an official Steem DAO Discord Server, connecting witnesses, developers, influencers, and community leaders to coordinate Steem-wide initiatives efficiently.

1. Steem Power (SP) Delegation & Faucet for Newcomers:

(i) Launch a small SP delegation and faucet service to help newcomers get started and engage with Steem more easily.
(ii) Provide an onboarding guide hub containing tutorials, FAQs, and interactive support for new users.
(iii) Integrate this onboarding process with the Discord community for continuous mentorship and engagement.

1. Micro Grant Program for Open-Source Steem Projects:

(i) Introduce micro grants (small funding pools) for developers, designers, and contributors creating open-source tools, dApps, and utilities that enhance the Steem ecosystem.
(ii) Prioritize projects that improve accessibility, analytics, education, and decentralized engagement across Steem.

Governance Model

The Steem DAO Community will operate under a decentralized and transparent governance structure:

(i) Community Voting: Every proposal, whether policy-based or funding-related will be open for voting by stakeholders using Steem Power-weighted votes.

(ii) Taking insights and suggestions from community representatives (e.g., top witnesses, recognized developers, influencers and active community leaders

Expected Outcomes

(i) Stronger Consensus: Broader participation in shaping Steem’s policies and ecosystem evolution.
(ii) Enhanced Transparency: Community-driven monitoring of development funds and proposal outcomes.
(iii) Unified Promotion: Consistent branding and outreach by the central promotional team.
(iv) Improved Onboarding: Easier access for newcomers, reducing friction and account inactivity rates.
(v) Open-Source Growth: Increased volume and quality of public Steem-based tools and applications.

Funding and Sustainability

While the DAO itself will start with non-funded governance proposals, eventual funding can come from:

(i) The Steem Proposal System (SPS)
(ii) Community donations and SP delegations
(iii) Partnerships with Steem-based projects and dApps

Transparency and efficiency will remain the guiding principles in all fund allocation processes.

The Steem DAO Community will aim to decentralize not only funding but also decision-making, accountability, and growth strategies across the Steem ecosystem.
