I have had to decrease my content votes to generally 50% for most accounts except a few. My votes on comments have had to increase to in excess of 80% and is getting close to needing a 100% vote to beat the dust threshold. Some content votes also get a 100% vote when they are below the dust threshold payout.
So in practice, a few less votes on comments, a few less comments on post. When my vote is totally below the dust vote threshold anyway, I will go back to more votes, and more comments, since at that point it matters not what my vote value is.
Those who invest in building their community now will be much stronger when the market recovers.
A genuine vote from someone who has bothered to read a post is worth a lot. Both for a moral boost and financial gains.

I plan on trying to stick around. It is taking a little bit for the Market to recover, and I have only recently gotten to the point where some of my content was beginning to get a steady stream of votes from a coupe of curation trails, so low price has not significantly affected my account, other than the fact that back in Jan. I could give a much much bigger total value wise vote than I can today. But that will recover.

The multiplier effect of STEEM unfortunately works in both directions. When the price goes up, more people get interested and it pushes up demand for steem, increasing price.
We are now seeing the unwinding of that. Lots of inactive accounts and dropping demand for steem.
It will eventually level out I think. We just need a bit of patience and for those that can, some support to help steem on its way. To spread the word and guide people to this great place.

I gave in and purchased some votes, about a 100 steem worth ;)
it worked, I hope it holds for you. The downvote has always been broken and there is no desire to fix it at all. One day there maybe, but not likely. It really is a shame too, since it would be a very easy thing to fix, at least the way I see it, but like the page views which every other web hosting, site seems to have resolved for unique views, it does not favor the few, so it will never be fixed.
