They do it acidentally. Collateral damage.
Telegram uses push-notification from Amazon, Google and MS servers. So RKN just baned all. Millions of adresses. Like pursuing a cocoroach on your kitchen with a shotgun. All kitchen is fucked, but cocoroach lives.
