The blacklist is reserved for the worst of the worst. People who have literally broken laws (e.g. identity theft), and/or extreme fraud or plagiarism. We give plenty of warning for questionable accounts.
It's still up to the community if they wish to respect cheetah's warnings. It does not stop people from voting or anything.
