Really like the idea behind it but the biggest problem they need to face would be the sheer amount of actual users this needs to succeed. A major part, you did not mention in your post is also lost animals but yeah same problem here.

To check it I just downloaded it and despite me living in a big city (+1.5 million) in Central Europe it seems not a single person in a 50km radius is using this app.
