As far as I know the view count includes non Steemians, anyone who views the page - whether logged in or not. It actually undercounts viewers though because it is only reflective of views on Steemit.com, while the article may also have been seen on other sites like Busy.org or through an app like eSteem. Realistically though, most views are probably occurring on Steemit.com as it indexes well with Google, and links sent to Twitter followers etc. were probably directed here.
