I think it's not all that bad and from technical perspective it kind of makes sense. 0.02$ is currently around ten 100% votes from 15SP accounts. This is possible also for newbies on posts even without bots. I see that this can be a problem for votes on comments, and even more with the 1.2SP downshift on HF20. So dust sweeper will definitely still have a job.

I think the main issue about this is that a lot of people are not aware that the author may not receive a penny from the value of their votes.
