I'm not a member of SSG, so I have no place to vote on specific issues. The reason why I am commenting is because I do run a community based upvote bot that looks after a few communities. In my long-range planning I do hope to implement community engagement rules. Here is a summary of my thoughts.
Community is about engagement. Mostly that's comments and replies on member posts. Secondarily it's voting on member posts. Posting on topic is important but doesn't have to occur that often.
Every community will have a different profile but without engagement, it's not community.
