I don't know a way to directly do so, but you can exchange fiat for BTC or ETH at Coinbase and then buy STEEM on Poloniex. Not sure if Shapeshift does Steem.

And of course you van buy Steem here directly. But if by cash you mean green pieces of paper, you might try LocalBitcoins as a starting point.

      localbitcoins.com but have to ask seller to purchase STEEM\STEEM POWER into your steemit.com account by clicking on Wallet tab and BUY STEEM OR STEEM POWER tab which will generate a QR Code to send BTC to.

        which is terribly unusable for your average person :( Steem's community is awesome for paying each other tho...i really admire it :)
