Take a look and it should be pretty clear. Guy is spamming all over the place fishing for votes. He isn't reading the posts, just spamming.

It's clearly a bot that is voting with no value (super low SP and 50% VP). It leaves the same spam comment on every post and never once replies to anyone who reply to it.
