Pattaya public outrage over lewd behavior? I don't believe you
The news is a bit funny in this country. I know that people talk about "fake news" all over the world and how the media is biased. But here in Thailand the media isn't even really allowed to talk about certain things and if they do so, the paper or news outlet will be raided by police and shut down. Then, if any other news outlet reports on the raid and shutdown, the same thing will happen to them. What we end up with isn't a biased press, it is just a press that has to say certain things and not say others else they get in trouble with the government.
While all of this nonsense is going on, basically everyone knows what the real story is and how this is a deeply troubled nation as far as government and the press are concerned. I think one of the only reasons why this country is visited or desirable to anyone to come and visit is because they have so much natural beauty and the people themselves are generally very friendly.
There is a constant influx of stories about Pattaya, a city that is well-known around the world for being a massive brothel. The government of course denies this because prostitution is illegal and it is funny when the government officials go to "seek out these supposed prostitution spots" in Pattaya and other places they always report back having said they found nothing. It's just so nuts because all you have to do is walk out of your hotel a few blocks if you are unfortunate enough to find yourself in Pattaya and it will be glaringly obvious that prostitution is every-friggin-where in this city.

Before anyone gets the wrong idea I'll say that I have absolutely zero problem with prostitution. I think it should be legal. I think people should be able to do whatever they want as long as it doesn't hurt anyone else. Personally I don't engage in it, but if you or someone else wants to, I think you should be allowed.
What I do have a problem with is the government pretending as if Pattaya and other places are some sort of "family destination" and all the talks about drugs, lewd behavior, and obvious prostitution is not something that goes on there. Then in the meantime when some foreigners do something like "get naked and get busy" on their balcony, the government officials come out and try to have a Puritan standpoint like they can't believe anyone would do something so classless.

This grainy picture is all over the place in Thai media today. It is people who cannot be identified that decided to up the stakes as far as their sex life is concerned and while it certainly is inconsiderate, it's not like it is in the middle of the street.
“Pattaya has a reputation as a party town, but this is too far. It sends the wrong message to tourists that anything goes here.”
Those are the supposed words of an interviews motorbike taxi driver. I seriously doubt that these words were uttered especially by a man who almost certainly gets commission by luring tourists into various brothels.
I'm not saying that everyone should be bangin' away on their balcony in front of everyone but at the same time I think it is just plain silly that the government would push to have this be all over the news as if sex was something Pattaya doesn't want to be known for. It's a bit late for that now, isn't it?
In the meantime there are several streets in the downtown area that after about 6pm if any man our group of men walk down it for any reason, they will be accosted relentlessly by sex-workers.
Let's just stop pretending that Pattaya is some sort of pure place for innocent ocean fun, ok? Everyone knows that it isn't.
Now as far as the couple are concerned: You people are weird and in this day and age they were probably filming some sort of TikTock or OnlyFans content, because that is the world we live in now.
