Yep, 3speak is a video hosting place, but they are not free. You gotta pay around 23 steems of subscription fee per month in order to be able to upload video contents. They also charge 10% off your payout, BUT the upside is that your contents will create a space for engagements since they upvote comments made on 3speak posts !
