You know there is a slim line between what is legal and what is acceptable from religious point. Government allows this in some overlooked temples but because they make money from by attracting them to Bagan. However, we saw a lot of local Buddhists do the same thing. But we also heard that it is more male/female thing. Buddhist extremists does not like to see women climbing the temples. Although we have seen monks climb the temples.
