    Hi there,

    Here are 3 methods used by the British:

    1. Gov't issues IPO of all or portion of Energy Dept. Sale remaining shares.

    2. Sell the Energy Dept

    3. Employee buyout or management buyout.

    Here are two results of privatization:

    1. Bloated work force slashed

    2. Labor productivity increases

    Here is the pattern of privatization:

    1. Costs are cut
    2. Increased efficiencies
    3. Growth

    What about the functions of the Department of Energy that can't be transferred to a private company? Isn't that 2/3 of their budget?
