Well, there isn't any hard and fast rule for that. There are some members who have spent even months but they don't know how to get started with this thing. Mostly they get involved in spam, like begging for votes and plagiarism.
Maybe about a reputation < 40 level. If you are higher you most likely commented and voted so much you accidentally figured it all out.
Yeah this could be a criteria, those who are already doing good they sure will have good reputation. Thanks mate
