Our town is seemingly sinking because the water table had risen

I already shown how the water table (the water level below the surface of the ground) had risen a lot. No wonder that it gets flooded in many areas of our town with just a not so strong rainfall. The barrios along the river doesn't get any break from floods because the high tide alone is enough to make them suffer being submerged every single day which is why many of the affected households would clean their houses everyday.
Too bad for those that can't leave their now permanently flooded houses because the would have to deal with their problems as long as they stayed in their barrios. In my barrio alone, we have to elevate the flooring like what I am doing right now with the new house. It is a challenge too about the issue of the water table because septic tanks gets filled with water.
So the toilet has to be elevated and the septic tank must at least have some ample allowance of space from the top of the surface of the septic water within and below the top of the concrete which covers it. In other words, even if it gets flooded, it should have some space so that when you flush the toilet, it can still accommodate the septic slurry getting in there. When if it is flooding, our toilet would not make that flushing sound anymore but instead, the water will just go down silently. The important thing is that the water should get flushed down nonetheless and not go back up just like what happened to our old toilet.
I am still worried that this new elevated flooring will be caught by a rising flood and if that happens it will be another costly problem to solve but maybe it will not happen for hopefully another twenty years and that will maybe not my problem anymore because I am already not around anymore although who knows? My life is crazy enough and the possibility of my life extending beyond my expectations can still happen considering that I lasted this long which I thank God for.
